Caring for Personnel
SE “NNEGC “Energoatom” is one of the most reliable and responsible employers in Ukraine who guarantees decent working conditions, safety and well-being to its personnel.
Everyday work of the Company’s personnel impacts safe and reliable operation of Ukrainian NPPs that produce more than a half of all electricity in the country. Nuclear power plants employ 90% of the Company’s total personnel, which is the reason why the Company is making every effort to keep the existing staff and high-end professionals, attract and orient young talents, ensure professional development and social protection to all of its employees.
One of the fundamental principles in the activity of SE NNEGC “Energoatom” is the priority of life and health of its employees. The Company invests in activities designed to improve safety of work places and reduce the industrial injuries rate. The solid rule is to comply with norms and requirements of the labor legislation of Ukraine.
Staff Number and Composition
The number and composition of the Company’s staff has remained practically unchanged in recent years. The SE NNEGC “Energoatom” employs over 34 k people. The personnel distribution by categories corresponds to the nature of industrial processes. Leadership positions are held by 14 % of employees. Professional workers constitute 23 %, specialists – 5 %, technical workers – 1 %, qualified staff – 53 %, staff of non-specialized professions – 4 %.
HR Policy Implementation
In its activity, the Company adheres to the principle of gender equality, creates safe work places and prevents any discrimination in labor issues. Adequate attention is paid to hiring of physically disabled individuals and to creation of comfortable environment for such people both at work and within the infrastructure of NPP satellite towns. SE NNEGC “Energoatom” does not employ child workers. Labor contracts are executed solely with individuals who meet age requirements established by the effective legislation of Ukraine. Relationships with employees are built on the principles of social partnership, which implies a dialogue. The right of employees to establish or join any non-governmental organization is not violated. Such actions do not entail any negative implications or reprimands. To ensure the interaction with employees follows the principles of social partnership, and to protect social and labor rights of the personnel, there is a Collective employment agreement signed in the SE NNEGC “Energoatom” between the SE NNEGC “Energoatom” as an employer and the trade union organization representing the interests of the personnel. The Collective employment agreement applies to all Company employees regardless of whether these are members of the trade union organization. Funding of costs related to implementation of the Collective employment agreement comes from the sources identified according to existing tariffs for the produced electricity and thermal power as well as proceeds from other Company activities.
SE NNEGC “Energoatom” seeks to make sure the employees’ compensation package is commensurate with their contribution to the Company’s development, fits their qualification, and takes account of the overall improvement of living standards in the country.
Personnel Training and Development
Professional training and competence development of the personnel is the Company’s strategically important task. SE NNEGC “Energoatom” is implementing the policy aimed at building its own human resource capital. To this end, it has established a harmonized system of NPP personnel training, starting from vocational schools, follow-up of student studies at higher educational establishments (HEE) and ending with personnel professional training in training centers, on-the-job training at NPPs and continued competence development.
Personnel training for all positions in the Company is performed pursuant to the effective legislation of Ukraine and in line with IAEA requirements to the operating organization. SE NNEGC “Energoatom” is training and developing its personnel in such a manner as to ensure every employee has an opportunity to unleash and achieve his/her own professional and creative potential. The Company has established a solid system for personnel training at all operating links, since it is only highly competent staff who can guarantee safe operation of an NPP.
Support and continued professional development of the Company personnel are also provided for by the Company official guidelines. The key elements of the personnel training system are training centers established at each NPP and in the SS “Atomremontservis”. Training centers employ 280 instructors and teachers, and 19 NPP professionals who combine, on a permanent basis, their primary employment with teaching at TCs as instructors. The training process extensively uses full-scope simulators (FSS), which are a very efficient training tool for the operating personnel. There is a total of 7 FSS of VVER-1000 RI and 1 FSS of VVER-440 RI used in the NPP TCs. In addition to the FSS, multifunctional simulators (total of 4) and local simulators (total of 8) as well as computer-based training programs and multimedia courses with 3D graphics of NPP systems and equipment are also extensively applied.
Qualification improvement process for the personnel of the SE NNEGC “Energoatom” Head Office follows the adopted schedule and is performed in cooperation with the leading national educational establishments, specifically, National Technical University of Ukraine “Kyiv Polytechnic Institute”, Odessa National Polytechnic University, George Kuzmich Training Center for Physical Protection, Control and Accounting of Nuclear Materials, Institute for Nuclear Research of the National Academy of Sciences of Ukraineта and other organizations.
An important area of the Company’s activity is dealing with the leadership pool of SE NNEGC “Energoatom” used to build a pool of employees specially trained for leadership positions, and thus to ensure succession and continuity in the Company management system.
In order to assess the level of professional skills and theoretical knowledge of the employees, to improve their knowledge, expertise and skills needed to ensure safe performance, to support dissemination of best practices and improvement of performance indicators, the Company is regularly arranging professional contests.
To ensure its capability to continuously train and hire best cadre, SE NNEGC “Energoatom” is mindful of encouragement and development of young talents. Specific focus rests on employment of graduates from specialized higher educational establishments, who were educated and trained by order of SE NNEGC “Energoatom”. Such young talents are extensively assisted to ensure their prompt introduction to and orientation in the production process.
Personnel Health Care
One of the fundamental principles of the Company’s activity is caring for health of its personnel and their families. Based on periodic medical checkups, SE NNEGC “Energoatom” in cooperation with trade unions keeps record of and analyses the incidence of diseases among employees, and elaborates necessary medical and additional sanitary-and-epidemiological conclusions. As the need may be, employees are referred to regional or local medical and diagnostics institutions for additional medical examination. The data thus obtained allow for elaboration of a comprehensive health care program. Health monitoring of the personnel “at risk” and of dispensary patients is performed by specialized professionals of satellite towns, health care and disease preventive centers, and specialized medical institutions within the territory of presence. Among the key instruments to ensure social protection of employees and their families are sanatorium and rehabilitation treatment and recovery intended for preserving of employees’ professional longevity and disease prevention. The Company owns a network of social infrastructure facilities for rehabilitation and recreation of employees.
Dealing with requests/submissions
All relationships with the Company personnel are based on principles of dialogue and reasonable compromise, comply with the effective legislation of Ukraine, and are formalized in corresponding documents.
There is an efficient internal communications system set up in SE NNEGC “Energoatom”. The Company has introduced the following mechanisms to obtain feedback from the personnel: regular questionnaires and social surveys, receipt of requests, inquiries and submissions via dedicated sections of the Company and production enterprises’ web-sites. Specifically, features “Ask a question” in sections “Safety Culture” and “Procurement”, feature “Trust Box” (for anti-corruption issues). Employees can also submit direct proposals to the management via such trust boxes and dedicated sections “Proposals to the Management” on NPPs’ intranets (for registered users) or to submit written or oral proposals or appeals (submissions, claims, petitions) to the name of the Company’s or separated subdivisions’ management.
Support to local communities and development of the social sphere
Significant efforts and investments of the Company are aimed at providing comprehensive support to the regions of the Company’s presence. SE NNEGC “Energoatom” recognizes its responsibility since its separated subdivisions are practically major taxpayers and city-forming enterprises in their regions.
Since 2018, pursuant to the Law of Ukraine “On the use of nuclear power and radiation safety” the Company has been paying to the State Budget of Ukraine a fee in the amount of 1 % of the cost of electricity produced and sold by the Company during the corresponding period as a social and economic compensation of risks to the population residing within the surveillance area.
Further to ensuring stable employment of the population and delivering on its tax obligations, SE NNEGC “Energoatom” has voluntarily pledged itself to create comfortable living conditions in the regions of its presence. It has been implementing a package of social projects and programs targeted at implementation of creative and educational initiatives, support of children, youth and elderly people. The Company supports and encourages an active lifestyle among its employees, and attaches great importance to sports in the life of local communities. Special attention is paid to corporate volunteering activities.
